The story of this video is that the driver parked to switch positions with the passenger and the car slipped into reverse and the parking brake was not set. The car starts to go in reverse in a circle with the steering locked.

The car looks to be a 1970 Oldsmobile Toronado, but I could be wrong. These cars were front-wheel drive and could chew through ball joints and create a memory steer problem. By the end of the seven minute video, almost every police and fire department vehicle is at the scene except the SWAT team.
