If a brake caliper is functioning properly, the brake pads should wear at the same rate or be within 2mm of thickness for the inboard and outboard brake pads. If one pad wears faster than the other, it is a sign the brake pad is seized in the caliper bracket or the caliper guides or seized.
Rotating the inboard and outboard will not solve the issue with the seized brake caliper or pad. It just masks the symptoms. It is a safety issue because you are unable to effectively use to full clamping force of the caliper.
